Vagrant vs Terraform: which is better for environment provisioning?

Terraform is generally better for provisioning environments across cloud and virtualised infrastructure using code, especially at scale. It allows the declarative definition and orchestration of resources across multiple providers (not just VMs). Vagrant is aimed at local VM automation on developer laptops or test infrastructure and can’t handle multi-cloud set-up at the infrastructure-as-code level that Terraform enables. Use Terraform for scalable provisioning; use Vagrant for local virtual machines.
