10 Fintech Software Development Companies Under $150 an Hour
A fintech partner does not have to bill $200 an hour. Ten that don't, and the reviews that show whether their fintech work holds up.

Ten fintech software development companies in Ukraine, Poland and the US with client-reviewed financial work and rates under $150 an hour.

$6.29 million. That is the average cost of a data breach at a financial services company in IBM's 2026 Cost of a Data Breach Report, against $4.99 million across all industries. In fintech, the team that writes your payment flows and banking integrations shapes a large part of that risk. Choosing a development partner is as much a security decision as a budget one.

The pressure to build is high too. KPMG's Pulse of Fintech counted $103.1 billion in global fintech investment in the first half of the year, with payments alone taking $44.2 billion. More funded products mean more founders hiring a build partner, and many still choose based on star ratings and hourly price.

Fintech software development companies worth a shortlist can show three things. They have client reviews of financial products they built, a real share of work in financial services and rates a startup budget can carry. Ten firms below clear all three at under $150 an hour: five in Ukraine, four in Poland and one in the US. Only one US-based firm cleared every filter at that price.

What a Fintech Development Partner Has to Handle Now

Rules for financial software have tightened, and most of the new work lands on whoever writes the code. Four changes matter when you compare fintech software development companies.

  1. DORA turned vendors into regulated suppliers. The EU's Digital Operational Resilience Act has applied since 17 January 2025. An outside team that builds or runs ICT services for a bank, payment institution or e-money institution counts as an ICT third-party provider. Article 30 lists what the contract must include, including where data is processed, incident support at no extra cost, and termination rights. Critical functions also need audit rights and an exit plan.
  2. PCI DSS v4.0 is fully in force. Its new requirements became mandatory on 31 March 2025, and several fall on developers. Every script on a payment page needs an inventory and an integrity check (requirement 6.4.3). Access to the cardholder data environment needs multi-factor authentication, and internal vulnerability scans must run with authenticated credentials.
  3. PSD3 and the Payment Services Regulation are next. EU negotiators reached political agreement in November 2025, and the rules apply 21 months after publication. A product built now will spend most of its life under them.
  4. Ukraine's fintech talent was built at scale. Monobank, a branchless neobank launched in 2017 and built by a Ukrainian team, passed 10 million customers in October 2025. Ukrainian fintech engineers learn on products at that scale, not only on outsourced work.

Fintech Software Development Companies Compared by Rate, Rating and Focus

Figures for all ten fintech software development companies come from their Clutch profiles in October 2026, cross-checked against Clutch's ranking of custom software developers for fintech. Financial services share is what the vendor itself assigns to the industry, a self-reported figure that still separates specialists from generalists.

Cortance: Vetted Developers With Proven Fintech Project Experience

The fintech software development companies above sell a delivery team that owns the build. Some product teams need something narrower: two engineers who have already shipped payment or lending code, working inside their own sprints. Cortance is a hiring platform that matches companies with vetted remote developers from its own network, and that model fits this second case.

Fintech is one of the two largest industries in Cortance's developers' project history. Developers available to hire today list 96 fintech-tagged projects between them.

Three of those projects show what the experience looks like.

  1. Birbank, a banking super-app in Azerbaijan with more than 5 million users. Kerim M. owned crash and freeze reduction on the Android app, sped up its CI/CD pipeline and added AWS KMS encryption for sensitive financial data.
  2. FNZ, a wealth platform serving financial institutions worldwide. Vugar K. built the Terraform and Azure DevOps foundation that let its regulated cloud grow from 2 to more than 200 subscriptions, with one security and compliance baseline across all of them.
  3. A SEPA payments platform, under NDA. Azay K. led the backend for direct debit orchestration, with idempotent processing, chargeback reconciliation, IBAN verification and a risk-scoring service.

The five-stage vetting runs from an application with an English voice sample through AI screening, an HR interview, a technical assessment with live coding and a verified profile. Only 21% of applicants pass all five stages. Roughly four in five don't make it through.

Your first shortlist arrives within 30 minutes during business hours, or by 11 am the next business day for requests made outside business hours. With around 600 developers on active contracts, the shortlist features people who are ready to start. Rates range from about $35 to $65 an hour, depending on seniority and tech stack.

How to Choose a Fintech Development Partner for Your Stage

The right pick depends on what you are building and who already sits on your team. Four situations cover most buyers of fintech software development companies.

Launching a regulated payment or e-money product in Europe points to the specialists whose reviews mention banking platforms and compliance controls: Kindgeek, 10Clouds Financial Institutions or DashDevs. Ask each for a reference from a client whose product went through a regulator's review.

A US lender or credit union that wants an onshore partner has one finance-only option here, Praxent. Banks whose main channel is a mobile app should talk to LeanCode.

For an MVP on a tight budget, Geniusee offers the lowest rate in this group, and DashDevs accepts the smallest projects. Both suit a first version that you expect to rework after funding.

When you already have a CTO and a roadmap, a full vendor may be more than you need. Adding two or three fintech-experienced engineers to your own team keeps architecture decisions in-house, and a vetted developer platform fits that job better than any company on this list.

Put the same five questions to every finalist. Fintech software development companies with real experience answer them without a follow-up call.

  1. Have you signed a DORA-aligned ICT services contract with an EU financial client, and can we see the clause list?
  2. Which of your past products went through a PCI DSS assessment, and who on the proposed team worked on it?
  3. Who answers an incident at 2am in our time zone, and is that support included in the rate?
  4. What documentation do we receive at handover, and is it written into the contract?
  5. How long have the proposed engineers been with you, and what happens if one leaves mid-project?

Fintech Software Development Companies FAQ

  1. How much do fintech software development companies charge per hour in Ukraine, Poland and the US? Hourly rates in this comparison run from $25-49 to $50-99, according to each company's Clutch profile. Geniusee is the only firm in the lower band, while the Polish firms and Praxent in Texas all sit at $50-99. Many US fintech specialists bill $150-199. Minimum projects vary more than rates, from $1,000 at DashDevs to $50,000 at Kindgeek.
  2. Should a fintech startup hire a development company or use staff augmentation? A development company fits when nobody in-house owns the architecture and you need a team to deliver the whole product. Staff augmentation fits when a CTO already sets direction and needs fintech-experienced engineers to move faster. The second model keeps code ownership and technical decisions inside the startup, while the first transfers more delivery risk to the vendor.
  3. Is Ukraine or Poland better for fintech development? Ukraine and Poland price fintech work similarly in this comparison, with most firms at $50-99 an hour. Polish firms are EU companies, so EU data protection law applies to them directly. Ukrainian firms here include the lowest-priced option and the most specialized small team. So the choice turns on fit rather than price.
  4. Which compliance standards should a fintech development partner know? A fintech development partner should know PCI DSS for card data, PSD2 for EU payments and DORA for EU financial entities. PCI DSS v4.0 requirements became mandatory in March 2025. DORA treats an outside team serving an EU financial entity as an ICT third-party provider with set contract terms. PSD3 and the Payment Services Regulation will replace PSD2, so ask how the vendor tracks them.

Building Your Fintech Shortlist

Ratings narrow the field, but the decision comes down to evidence that a vendor has built your kind of product before. Read the financial reviews of the fintech software development companies above, compare minimum budgets against your runway and ask every finalist for a reference that matches your regulatory setting.

Some roadmaps call for engineers who join your team, not a vendor that takes over the build. In that case, start with a shortlist of vetted fintech developers who have already shipped financial products. The first names can arrive the same business day.
