Will AI replace Terraform developers?

AI will not replace Terraform developers anytime soon. Ask an AI assistant to write a Terraform module and it produces something that compiles on the first try. What does AI actually do well and badly with Terraform?

AI tools are useful for scaffolding: a first draft of a module, a variables block, or converting a manual console setup into HCL (HashiCorp Configuration Language). They are weaker on the parts of the job that carry the most risk. HCL appears far less often in public training data than the YAML used by Kubernetes and Ansible, so models frequently hallucinate resource arguments or attribute names that do not exist in the provider being targeted. Unreviewed AI-generated Terraform commonly ships with hardcoded values, monolithic files instead of reusable modules, overly permissive IAM policies, and missing encryption settings, according to code-scanning research Sonar published in 2026. None of that shows up in a terraform plan, it shows up later, in an audit or an incident.

What does this mean for hiring?

Terraform work is judgment work: deciding blast radius before a change ships, managing state file locks across a team, reconciling drift between what is declared and what actually exists in the cloud account, and reading a plan output for a change that could take down a shared resource. HashiCorp's State of Cloud Strategy Survey lists infrastructure as code among the top areas where organizations report measurable benefit from automation, yet only 8 percent of surveyed organizations qualify as highly cloud-mature. The gap between generating configuration and running it safely at scale is exactly where experienced Terraform developers do their work, and AI has not closed it.
